when people talk about LLMs, India's race to AI, countries racing towards tech dominance,
they often say - hey, what India lacks is tech talent.
it's true that we do lack affording tech talent. i had a startup in bengaluru offering to pay $4k/month for anyone who can fine tune an LLM and work in it.
monsieur, less than 10k people exist in the world right now with that capability. you can't get them unless you pay $30k/month + huge benefits AND equity.
ok. let's say that we can actually afford them. what's next ? can you build ?
people would be like, hey why is indian unis not releasing papers like how MIT (literally substandard papers) and other unis are releasing ?
i would commend if anyone releases a paper..but it's useless.
this technological prowess is limited by access to hardware. not talent.
anyone can build plans and write a paper to make a bio - weapon. same with a nuclear weapon. you can write elaborate scientific calculations to make that happen.
won't work because you won't have a lab with equipment to make that bio weapon.
won't work because you won't get the necessary raw elements and hardware to make that nuclear weaponry.
the ability to do that is limited by hardware.
so how do countries who want monopoly on this achieve it ? by limiting access to hardwares which can allow you to train and build.
do with this information what you will.
